What is the Telecommunications Equipment Purchase Program? The TEPP program is to help people with disabilities buy the equipment they need in order to use the basic telephone services. The TEPP program is one of several different programs paid for by the Wisconsin Universal Service Fund.

There is NO CATCH, all you do is request the simple application form, fill it out and mail it to Senior Services.

We will help pick out equipment and process the application.

TEPP rules do require that the applicant:

  • Be a Wisconsin resident
  • Be a person who is deaf, or hard of hearing
  • Speech or mobility impaired or;
  • Needs special equipment to use the telephone

There's no age or income limit, but application can only be made once every three years for the same type of disability. Persons can also apply for Telecommunications Assistance Program (TAP), which pays the $100 co-payment for income-eligible clients with hearing loss.

Voucher Amounts

Below are the voucher amounts for each Category of Disability

  • Type of disability - Amount
  • Hard of Hearing (HH) - $100

(No co-pay required for HH vouchers)

  • Deaf/Severly HH - $800
  • Speech Impaired - $1,600
  • Mobility/Motion Imared - $1,600
  • Deaf and Low vision - $2,500
  • Deaf and Blind - $7,200

  • TTY's
  • Amplified handset of phone
  • Braille/TTY unit
  • TTY w/lrg visual display
  • Special modem
  • Hands-free speaker phone
  • Puff activator
  • Phone signaling system
  • Portable and amplified telephone
